After struggling for a bit to follow the tutorials, I realized I didn’t have a recent version of Unity installed. Even though the installer said it was the latest. The key to most problems, reinstall everything.

Then after plugging my phone in and waiting about 10 minutes and Updating to Android SDK level 26 whatever that means. We are in business!
